The numbers alone suggest Mulroney has been vindicated. But the triumph of NAFTA has also meant that a generation of Canadian politicians, having learned to take the trade deal for granted, never expected they would now find themselves scrambling to save it. NAFTA delivered the goods for investors, but the benefits for the rest of us are mostly theoretical.
Of course, Mulroney was not sent to Washington to provide an unvarnished assessment of the details. He was sent to varnish. His testimony in front of the Senate committee was characterized by the performative charm, soaring rhetoric, and twinkle-eyed blarney that delivered him two majority governments. Did it work? As of this writing, negotiators have wrapped up seven rounds of talks with little to show.
Skeptics might argue that Mulroney was simply doing what he has always done: find a way to place himself at the centre of the action.

While initially popular with voters — many English Canadians believed this overture to Quebec would silence separatism and prevent a repeat of the 1980 sovereignty referendum — the deal crumbled after Trudeau emerged from retirement to oppose it. The former PM accused Mulroney of conceding too much to the provinces and argued the accord would "render the Canadian state totally impotent. Too late. So many years lost," he said.
Ultimately, the RCMP ended its investigation without laying charges. While Mulroney apologized for taking money from Schreiber , he was only ever found to have acted inappropriately for an elected official and to have had an inappropriate business relationship with Schreiber. The public later learned that in 1998 Mulroney had met with Schreiber in Zurich to determine if Schreiber possessed any incriminating documents, and that Mulroney had waited until 1999 to declare the payments on his income taxes. Despite these revelations, Mulroney never had to repay the money. Although Canada, under Mulroney, was the first nation in the Anglo-American sphere to declare opposition to apartheid, this was after decades of Canadian support for the apartheid regime.
Nelson Mandela recognized Yasser Arafat and Fidel Castro as the leaders most consistently supportive of his struggle against apartheid, not Mulroney. On a 1987 trip to southern Africa, Mulroney bristled at the insinuation the Indigenous population of Canada faced conditions similar to apartheid. When he stepped down, he was genuinely reviled. His legacy largely consists of policies that left Canadians worse off, and he lowered the bar for the Canadian political class as a whole.
